Kara S. Barnes spent over two decades as a senior CIA Directorate of Operations officer leading multidisciplinary, interagency teams on the nation’s hardest problems. She brings operational rigor, budget stewardship, and the ability to turn complex processes into tech-enabled mission outcomes at CORAS.
Maj. Catton has over three decades of operational and enterprise U.S. Air Force experience spanning requirements, modernization investment planning, operational test and evaluation, and joint war planning. A former Director of Requirements at Headquarters, Air Combat Command, and Chair of the Combat Air Forces Requirements Oversight Council, he now leads Catton Consulting and advises on impactful collaboration with the U.S. Government and mission-driven capability delivery.
The former CIO of the Department of the Air Force and U.S. Space Force is recognized for driving digital transformation that directly advanced warfighter readiness and mission outcomes. She now advises CORAS.ai on aligning agentic AI to the Department of War’s needs—maximizing operational impact, efficiency, and lethality.
Mr. Kessler, former Deputy Assistant Secretary of the Navy (Air Programs), brings over 35 years of experience in program management, engineering, and strategic planning, founding Kessler Integrated Systems Solutions, LLC, and consulting on Navy unmanned platforms and weapons systems.
Mr. McDade, SES-3 Retired, brings decades of experience driving innovation and transformation across the DoW, with expertise in data architecture, personnel systems, and mission alignment. He previously served as Acting General Counsel of the Air Force (SAF/GC) and Assistant Deputy Chief of Staff for Plans and Programs (AF/A8).
John 'OSCAR' Meier, recently retired Commander of Naval Air Force Atlantic (AIRLANT), led innovation in maintenance operations and mission readiness, with over 35 years of experience in electronic attack, nuclear propulsion, and military leadership.
Michael Rossetti, Partner-in-Charge of Lippes Mathias’s DC office, leads the Public Law and Policy team, advising on federal issues, Indian law, and government investigations with nearly 30 years of experience.
Pat Sullivan, former Executive Director of the Naval Information Warfare Systems Command, joined the CORAS Board of Advisors after retiring from federal service in 2020. He now leads Pat Sullivan Consulting, LLC and serves as a Senior Advisor at The Roosevelt Group.
Vice Admiral (Ret.) Andrew J. Tiongson has more than 36 years of leadership in the U.S. Coast Guard across global operations, interagency partnerships, and enterprise resource management. As the Assistant Commandant for Resources and Chief Financial Officer, he managed the USCG $12B+ portfolio and led strategy, accountability, and modernization investments. He advises CORAS.ai on applying data-driven governance, operational rigor, and AI-enabled decision advantage to complex national security missions.
Jennifer Wendel, former CIO of the U.S. Department of Health and Human Services, managed a $7B IT portfolio and 83,000 personnel. With 20+ years at the FBI, including as Acting Deputy CIO, she brings deep expertise in federal IT modernization and cybersecurity to CORAS’s Board of Advisors.
